Gov. Mandanas Leads Talks to Combat Bird Flu in Luzon

Batangas Provincial Governor Hermilando I. Mandanas convened the NEDA-Board Regional Development Committee for Luzon and discussed measures in addressing the Bird Flu situation in a special emergency meeting on August 15, 2017 held at the Department of Agriculture (DA), Diliman, Quezon City.

DA Region IV-A Director Arnel V. De Mesa reported the situation of poultry production in Luzon and the department’s response to the Bird Flu case in Pampanga. The Bird Flu is suspected to have been spread by migratory birds, hence DA will monitor migratory bird sites in Calabarzon region. The DA will also intensify local checkpoints to control movement of poultry products. According to Dir. De Mesa, strict measures need to be implemented to address the problem because more than 50 percent of the country’s chicken eggs and broiler production come from Luzon.

The Committee fully supports the efforts of the DA. However, DA’s issuance prohibiting transport of poultry from Luzon to Visayas and Mindanao will adversely affect the economy according to Albay Provincial Governor Al Francis C. Bichara. Poultry products in Avian Influenza-free areas in many areas in Luzon were affected by the restriction despite being not affected by the disease. The Committee asked DA to review and calibrate the issuance for non-affected areas.

Gov. Mandanas requested LGUs to help in addressing the problem. He asked LGUs to contain homing pigeons and to discuss in their Local Disaster Risk Reduction and Management Councils measures to help control and prevent the spread of Bird Flu disease.

Dr. Ronnie D. Domingo of the Bureau of Animal Industry (BAI) shared the government’s efforts in containing and controlling the incident. Based on the Avian Influenza Protection Program-Manual of Procedures (2016), BAI is implementing the following activities: biosecurity and disinfection, isolation and quarantine, reporting and surveillance, depopulation and proper disposal, and information and education.

The meeting was attended by RDC I Chairperson and Vigan City Mayor Juan Carlo S. Medina, RDC III Chairperson and Angeles City Mayor Edgardo D. Pamintuan, RDC V Chairperson and Albay Provincial Governor Al Francis C. Bichara and representing RDC CAR was Mr. Rafael B. Tallocoy. Also present were Quezon Provincial Governor David C. Suarez, RD Milagros A. Rimando of NEDA CAR, RD Severino C. Santos of NEDA Region III, RD Luis G. Banua of NEDA Region IV-A and OIC-RD Susan A. Sumbeling of NEDA MIMAROPA.
