A Memorandum of Agreement (MOA) was forged on the Yakap Bayan: Community Mobilization and Support Program among the provinces of Quezon, Batangas, and Rizal, Office of the Presidential Adviser-Southern Tagalog, Armed Forces of the Philippines-Southern Luzon Command, Department of the Interior and Local Government Region IV-A, Philippine National Police Region IV-A, Department of Social Welfare and Development Region IV-A, and National Economic and Development Authority Region IV-A on March 14, 2018 at the Paseo Premiere Hotel, Santa Rosa City, Laguna.

Secretary Jose Maria Nicomedes Hernandez, the Presidential Adviser for Southern Tagalog, initiated the convergence of government projects in addressing issues on peace and order, and security and social protection in the region.

The Yakap Bayan: Community Mobilization and Support Program is a convergence of the PNP Community Mobilization Program, the AFP-SolCom Community Support Program, and the DSWD Yakap Bayan. These programs aim to establish strong and sustainable community defense system against lawfulness and criminality, involve the community in conflict resolutions, and provide rehabilitation, aftercare, transformation, and reintegration support for recovering drug surrenderers.

The Yakap Bayan: Community Mobilization and Support Program will also involve other national government agencies as partners in the convergence activities.

The MOA signing was held during the First Quarter 2018 RDC Full Council meeting.
