The National Economic and Development Authority (NEDA) Region IV-A, in partnership with the League of Local Planning and Development Coordinators of the Philippines Inc. (LLPDCPI) in Calabarzon, conducted the first Regional Forum for Local Planners on November 21 to 22 at the new NEDA Region IV-A Building, Barangay Milagrosa, Calamba City. The forum was conducted in recognition of the vital role of local planners as development partners of NEDA and the Regional Development Council. It also served as a venue to update local planners on policies and programs to enhance local development planning and to discuss the concerns of local planners in carrying-out their functions.

In his welcome message, Director Luis G. Banua of NEDA Region IV-A highlighted the crucial and indispensable role of local planners in facilitating local development that in turn would contribute to the achievement of regional and national development goals.

Assistant Secretary Mercedita A. Sombilla of NEDA shared in her keynote message the current efforts to strengthen the planning and budgeting system and processes. She emphasized the importance of strong linkages to ensure aligned and sustained strategies and programs across political administrations and government instrumentalities to achieve the long term vision for the country.

In his message, Honorable RDC Chairperson Governor Hermilando I. Madanas shared the Supreme Court decision that would increase the Internal Revenue Allotment for local government units to improve the delivery of devolved basic services.

During the open forum, the planners raised their concerns on the preparation of the Comprehensive Land Use Plans and Comprehensive Development Plans while issues on training needs were responded to by NEDA, DILG and HLURB.

Resource persons from different government agencies and private sector discussed topics on the Philippine Economy (Dir. Gina Gacusan of NEDA Region IV-A), Calabarzon Provincial Economic Accounts (Dr. Arlene Inocencio of DLSU Manila), Calabarzon Investment Priority Areas 2019-2020 (EnP. Elisa I. Pandela of NEDA Region IV-A), Mainstreaming Disaster Risk Reduction and Climate Change Adaptation in Local Plans (Engr. Mildred Purificacion of LLPDCPI), Effective Governance towards Competitiveness and Urban Renewal (EnP. Ermin V. Lucino of Santa Rosa City), Tourism as Key Development Strategy in Batangas Province (Atty. Sylvia Marasigan of Batangas Province), SPMS Implementation (Dr. Josephine Altura of CSC Laguna Field Office), Study on the Root Causes of Poverty in Disadvantaged Municipalities (Dr. Cielito Habito of Brain Trust Inc.), and Local Public Private Partnership Program (Dir. Eleazar Ricote of PPP Center), Project Technical Assistance and Contingency Fund (Ms. May Rose Faner of DOF-MDFO). Honorable Mayor Fernando Mesa of Alabat, Quezon also gave a testimonial talk on Local Governance and Enterprise Development.

A total of 76 planners attended the forum. The next regional forum is tentatively scheduled in March 2019.
