The CALABARZON Regional Task Force to End Local Communist Armed Conflict (RTF-ELCAC) approved its regional framework and action plan during its meeting on June 13, 2019 at the NEDA Region IV-A in Calamba City, Laguna. The RTF-ELCAC Framework was based on the National Task Force (NTF)-ELCAC’S Framework which contains twelve strategic clusters in addressing armed conflict. The CALABARZON RTF-ELCAC also approved cluster action plans, and the lead agency and member agencies for each cluster.

Mr. Lionel Dalope of DILG Region IV-A presented the RTF-ELCAC Cluster Action Plans which contains issues and concerns in convergence areas including strategies and specific activities to address these issues. The convergence areas were conflict-affected barangays in the region identified by the Task Force.

Secretary Jose Maria Nicomedes F. Hernandez, Presidential Adviser for Southern Tagalog and Chairperson of the RTF-ELCAC, presided over the meeting. He commended the CALABARZON Task Force for being the first RTF-ELCAC to be established in the country. In his message, he encouraged all the members to work together for a more meaningful and lasting peace in the Region. He emphasized that this is a priority of the national government towards providing a secure, comfortable and progressive life for each Filipino family. Secretary Hernandez tasked each cluster to meet separately to discuss enhancement and implementation of the Action Plan, and report the accomplishments.

Present also was Director Ma. Victoria C. Castro of the National Security Council. She discussed the NTF-ELCAC Plan and Framework. The meeting was participated by 25 agencies.
