The Calabarzon Regional Development Council, in partnership with the City of Lucena and the Calabarzon League of Local Planning and Development Coordinators of the Philippines Inc., conducted the 2019 Local Planners Forum on August 23 at the New Lucena City Government Complex. The Forum is held annually to update local planners on national policies and programs and line agencies’ initiatives on local planning concerns.
In her message, Assistant Regional Director Gina T. Gacusan of NEDA Region IV-A shared about the basic skills a planner should have in order to turn plans into reality – ability, aptitude, and attitude. She also emphasized the crucial role of local planners in convincing the local chief executives to make decisions based on existing plans and in putting order into place.
Director John Aries S. Macaspac of DBM-Local Government and Regional Coordination Bureau shared in his keynote message the local government support fund which provides financial assistance to local government units (LGUs) particularly for assistance to indigent individuals, purchase of dump trucks, multicab and video surveillance, construction of roads and bridges, public markets, slaughterhouse, multi-purpose building, drainage canal, water system projects, evacuation center, public parks, ports and post-harvest facilities among other.
Other topics discussed were the creation of the Department of Human Settlements and Urban Development, National Sewerage and Septage Management Program, University-Community Partnerships and Sustainable Cultural Tourism Development.
The planners and concerned line agencies also discussed the concerns on the preparation of Comprehensive Land Use Plan and Comprehensive Development Plan and the updates on Land Use Conversion, Enforcement of Fisheries Law and the Hazard and Environment Resource Mapping.
