The CALABARZON Regional Development Council (RDC) – Sectoral Committee on Infrastructure Development (SCID) conducted a coordination meeting on September 3 on the removal of obstructive trees along road-right-of-way (RROW).
The removal of obstructions along the RROW is one of the banner projects of the Sectoral Committee on Infrastructure Development that aims to improve traffic flow and remove hazards along roads and highways. The road obstructions include trees, structures, parked vehicles and utility posts. The meeting aimed to resolve the pending issues in the removal of these obstructive trees along the national roads.
The meeting, which was conducted through video conference, was presided by RDC Co-Chairperson and SCID Chair Engr. Ladislao Andal and participated by the regional offices of Department of Public Works and Highways (DPWH), Department of Environment and Natural Resources (DENR), DENR-Environmental Management Bureau (EMB), Department of the Interior and Local Government (DILG), National Economic and Development Authority, and Office of the President-Presidential Management Staff.
It was agreed that DPWH will submit to DENR the google map of highways, number of trees including those that pose danger to motorist for immediate cutting, activities related to replacement/replanting and securing of Environmental Compliance Certificate (ECC), among others for DENR to issue the tree cutting permits.
The DPWH to also submit to DENR-EMB the list of highways and specific road sections with obstructive trees, and the inventory of trees needing Certificate of Non-Coverage and ECC for immediate action by DENR-EMB.
The DILG committed to facilitate the coordination with the concerned LGUs in the issuance of Certificate of No Objection on the cutting of trees upon submission by DPWH of the legal basis in the LGUs’ issuance of the subject certificate, and the list of LGUs which DPWH have pending application for the Certificate of No Objection.
To shepherd the implementation of these agreements, the Committee Secretariat will monitor and regularly report the status of these agreements during the quarterly meetings of the Sectoral Committee on Infrastructure Development.
