The CALABARZON Regional Development Council (RDC) and the Regional Peace and Order Council (RPOC) during its joint meeting on September 10, 2020, approved to request the national government to expedite the implementation of the Supreme Court (SC) decision on the automatic release of the internal revenue allotment (IRA) share from national taxes to LGUs.

The SC ruling on the Mandanas Case on July 3, 2018 provides that the just share of the LGUs from national taxes is not limited to national internal revenue taxes collected by the Bureau of Internal Revenue but includes collections by the Bureau of Customs. RDC Chair and Batangas Governor Hermilando I. Mandanas said that the implementation of the SC ruling together with the Devolution Transition Plan of the Department of Budget and Management would further strengthen local autonomy. Governor Mandanas reiterated that the immediate implementation of the SC decision would greatly help LGUs in containing the spread and in responding to the COVID-19 pandemic.

DILG Assistant Secretary for Peace and Order Manuel B. Felix, who graced the meeting, commended the RDC and RPOC for their active role in promoting peace and development in CALABARZON, and addressing the challenges brought by COVID-19. He said that the national government will help and guide both Councils towards the collective vision of peace, progress and development.
