Comprehensive Livelihood and Emergency Employment Assistance Program (CLEEP)

The Comprehensive Livelihood and Emergency Employment Program (CLEEP) is the government response to the global economic crisis that besets in the economies of both developed and developing nations. This program was issued by President Gloria Macapagal Arroyo under Memorandum Circular No. 168 on 23 October 2008 that directed all members of the Cabinet to draw up and prepare emergency work programs and doable and fundable livelihood projects. CLLEP is a program or project geared towards the provision of work that us immediate, requires little or no skull or education, engages worker only part-time (less than 40 hours a week) or short time (e.g. 45 days or less); or allows workers to obtain more tha one job.
