In 2016, the Regional Development Council (RDC) Calabarzon re-organized the Committee on Migration and Development (CMD) and created two sub-committees which are the Sub-Committee on Internal Migration (SCIM) and the Sub-Committee on International Migration and Development (SCIMD). The move was parallel with the creation of the same sub-committees at the national level.
The new Sub-Committee conducted its first organizational meeting on 3 November at the Department of Labor and Employment (DOLE) Region IV-A Office in Parian, Calamba City. The SCIMD is envisioned to coordinate and implement initiatives, plans, programs and projects in Calabarzon that are related to international migration and development (M&D).
To provide overall direction for the Sub-Committee, the proposed Terms of Reference (TOR) and Action Plan of the Sub-Committee were presented and approved. Given the gradual turn over to OWWA of DOLE’s programs and services starting 2017, it was agreed for OWWA IV-A to be the Chairperson of the Sub-Committee.
DOLE Region IV-A suggested for the Overseas Filipino Workers Administration (OWWA) to take over the chairmanship of the Sub-Committee. Ms. Imelda B. Decipeda of DOLE Region IV-A informed the body that the National Reintegration Center for OFWs (NRCO), which is currently under the administration of DOLE Region IV-A, will be turned over to OWWA and that DOLE Region IV-A will no longer provide programs and services for OFWs by 2017. OWWA Region IV-A agreed to be the Chairperson of the Sub-Committee.
Executive Director Estrella Dizon-Anonuevo of Atikha Overseas Workers and Communities Initiatives presented the Planned Reintegration of Migrants Project and Mobilizing Migrant Resources towards Agricultural Development which were approved as banner activities or “projects” of the Committee. Meanwhile, Ms. Eloisa Rogado of the Department of Social Welfare and Development (DSWD) Region IV-A also presented the Post-Repatriation Services Framework which consists of interventions that aims to have a stable family relationships and the best welfare of repatriated children. The three items were endorsed by the Sub-Committee to the Sectoral Committee on Social Development (SCSD) of the RDC.
Other items discussed were the highlights of the Global Project Board Meeting on Mainstreaming Migration, PayMaya’s mobile banking platform, programs of DOLE and POEA for OFs and their families, and the second semester accomplishments of the Provincial Committees on Migration and Development (PCMD) in Calabarzon.
The meeting was participated by various regional line agencies, local government units (LGUs), state universities and colleges (SUCs) and private sector or non-government organizations (NGOs) in Calabarzon.
