The Luzon Regional Development Committee (RDCom) held its meeting on April 16, 2018 at the Metro Manila Development Authority, Makati City.
The Luzon RDCom passed a resolution encouraging Local Government Units (LGUs), particularly provinces and cities, to exercise their functions for the improvement of Information and Communications Technology services to enhance virtual inter-connectivity in Luzon Island.
The Committee supported the position of the League of Provinces of the Philippines on retaining the current provincial setup as independent states under the proposed Federal System Form of Government, and the request of Regional Development Council (RDC) Cordillera Administrative Region (CAR) to the National Irrigation Administration to consider the application of the Indigenous People’s Rights Act in the estimation of irrigable areas in CAR.
The advocacy for the amendment of the 1987 Philippine Constitution Article X, Section 5 to strengthen local and fiscal autonomy through generation of LGUs’ own revenue; increased Internal Revenue Allotment share of LGUs from 40% to 60% of total collections in all taxes; and LGUs supervision/direct controlled of natural resources within their area of jurisdiction and equitable share in the national wealth prescribed by the law were also discussed.
The MMDA under the leadership of Secretary Danilo D. Lim hosted the meeting. BGen. Jose V. Ocampo welcomed the RDCom members and presented the MMDA’s Development Initiatives in behalf of Secretary Lim.
Luzon RDCom Chairperson and Batangas Governor Hermilando I. Mandanas presided over the meeting. The meeting was attended by: Secretary Danilo D. Lim of MMDA, Governor Junie E. Tumaliuan, Vice Chairperson of RDC II; RD Agustin Mendoza, Vice Chairperson of RDC Central Luzon; RD Agnes Espinas-Tolentino, Vice Chairperson of RDC Bicol Region; Mr. Apollo Pagano representing RDC CAR; and Ms. Leia Lampitoo representing National Economic and Development Authority-Regional Development Staff.
