The CALABARZON Region through the RDC Sectoral Committee on Macroeconomy and Development Administration (SCMDA) tackled the preparatory activities on the implementation of Executive Order (EO) 138, series of 2021 during its 3rd Quarter Meeting on August 11 via video conference.
DILG Region IV-A Director Ariel O. Iglesia shared that preparatory activities have already started with the conduct of a regional orientation on full devolution which will be followed by a series of local orientations and workshops.
One of the ongoing activities is the implementation of the Regional Orientation on Devolution Transition Plan (DTP) which will capacitate and guide the Devolution Transition Committee in each province, city and municipality in the preparation of their respective DTPs. Also, a component of the DTPs is the Capacity Development Agenda which will serve as the blueprint in addressing the capacity building needs of local government units (LGUs). This will equip the LGUs with the necessary skills and knowledge on the delivery and implementation of the devolved services and programs.
The CALABARZON SCMDA further endorsed the creation of a Regional Committee on Devolution, a Special Committee under the CALABARZON Regional Development Council, that will monitor and assess the implementation of DTPs, and strengthen coordination between government agencies and LGUs to facilitate the smooth transition to full devolution.
President Rodrigo Roa Duterte issued Executive Order No. 138 to guide the national government and LGUs in the implementation of the Mandanas-Garcia Ruling which resulted in the increase in the National Tax Allotment of LGUs, and the full devolution of basic services to LGUs.
