The Sectoral Committee on Infrastructure Development endorsed to the Regional Development Council the DOE-DILG Joint Memorandum Circular No. 2020-01 or the Energy Code during its second quarter meeting on August 12. The Energy Code provides the Guidelines for LGUs to facilitate the implementation of energy projects.

The Energy Code aims to establish, strengthen, and integrate national energy plans, programs, policies and mechanisms into local development plans. It encompasses energy safety practices, energy efficiency and conservation, energy resiliency, and energy planning. It will also harmonize and fast-track the implementation of regulatory reform laws/orders such as the Energy Virtual One Stop Shop Act and Ease of Doing Business Act.

With the LGU Energy Code, host communities will maximize its benefits from energy projects such as scholarship programs and electrification, and spur development of the LGUs. The LGUs must have an Energy Sector Committee to be activated by the Local Development Council which will ensure that the energy policies, program, and projects are incorporated in the spatial plans and Comprehensive Development Plans. The creation of the Energy Sector Committee will address sustainability of the energy programs even with the change in local officials.

To facilitate and oversee the implementation of the LGU Energy Code in CALABARZON, the SCID proposes the creation of the Sub-Committee in SCID with DOE as the lead agency.
