The CALABARZON Sectoral Committee on Infrastructure Development (SCID) endorsed to the Regional Development Council the creation of the Sub-Committee on Energy (SCE) during its fourth quarter meeting on November 12. The SCE was recommended by the SCID to oversee the implementation of the DOE-DILG Joint Memorandum Circular No. 2020-01 or the LGU Energy Code.
The LGU Energy Code provides the guidelines for the LGUs in facilitating the implementation of energy projects from the national to the local level. It aims to establish, strengthen and integrate national energy plans, programs, policies and mechanisms into local development plans to address the growing demand for power and energy in the regions.
The SCE will have the following functions: a) recommend actions, plans, and measures to address energy related issues; b) endorse energy-related policies; and c) serve as platform for the dissemination of information and advocacy of energy-related issuances at the regional level. It will be chaired by DOE Energy Planning and Policy Bureau and co-chaired by DILG Region IV-A. The members will be composed of the regional offices of NEDA and DENR-EMB, League of Local Planning and Development Coordinators of the Philippines, Inc., five Provincial LGUs, and two RDC private sector representatives from the SCID and Sectoral Committee on Economic Development. The SCE will convene after approval of the RDC.
