As the Provinces of Batangas and Laguna prepare their respective Provincial Development and Physical Framework Plans (PDPFP), the CALABARZON Regional Land Use Committee (RLUC) urged the integration of the ridge-to-reef (R2R) approach to the plans during its first semester meeting on June 7, 2022, via videoconference.

During the meeting, University of the Philippines Los Baños—College of Human Ecology Dean Ricardo M. Sandalo pointed out that it is important to see how the PDPFPs demonstrate the application of the R2R approach in the analysis of the upland-lowland-coastal ecosystems’ interaction and the identification of interventions to ensure inter-LGU collaboration towards sustainable development. The committee recognized that while the PDPFPs are formulated for a specific province, the effects and benefits of any development are transboundary and that the impacts of any activity go beyond administrative jurisdiction.

The Province of Batangas vowed to integrate the R2R approach in the enhancement of its PDPFP 2022-2030 as it incorporated the initial comments received from RLUC members and will eventually receive from their public hearing.

Meanwhile, the Province of Laguna said they already considered the integration of the R2R approach in the ongoing enhancement of their PDPFP 2021-2030.

The Provinces of Batangas and Laguna eyes the RLUC endorsement of the PDPFPs to their respective Sangguniang Panlalawigan during the Second Semester 2022 RLUC Meeting.

The PDPFP is the primary technical guide on the development of a province and links its development priorities and agenda at the regional and national levels.
