NEDA Region IV-A convened the CALABARZON Development Planning Leaders Group (CDPLG) on July 12, 2022 via Zoom video conference to gear up in the next planning cycle at the start of the new administration.
Engr. Mildred Purificacion, President of the CALABARZON League of Local Planning and Development Coordinators of the Philippines, Inc. (LLPDCPI), presented the preparations for this year’s Local Planners’ Forum, an annual gathering to strengthen the partnership between government agencies and local planners in the Region. The Forum will focus on innovation and smarter sustainable cities, adopting the theme, “Innovative Local Governance Planning Towards Smarter Sustainable Cities.” The forum is tentatively scheduled in the last week of September.
Engr. Purificacion also discussed the concerns and challenges experienced by local planners. Among the issues raised were the lack of Community-Based Monitoring System (CBMS) data, agricultural land reclassification beyond the allowable limits, and the lengthy process of the local plan approval and adoption.
Aside from NEDA Region IV-A, representatives from the Region IV-A Offices of the Department of Human Settlements and Urban Development, Philippine Statistics Authority, and Department of the Interior and Local Government were present to answer and provide guidance on the concerns of the CDPLG. The agencies discussed updates on the preparation of local development plans and initiatives, particularly the status of the Devolution Transition Plan submission of LGUs; updates on the preparation of Provincial Development and Physical Framework Plans, Comprehensive Land Use Plans, and Comprehensive Development Plans; and the updates on the CBMS preparation and its 2022 rollout scenarios.
The CDPLG is composed of provincial and city planners in the Region, including the regional and provincial presidents. NEDA Region IV-A has continuously been convening the CDPLG to ensure the harmonization of local and national plans and promote inter-local cooperation between and among LGUs, such as sharing of expertise and collaboration in the implementation of projects, among others.
