The National Economic and Development Authority Regional Office IV-A (NRO IV-A) conducted an orientation on Strategic Performance Management System (SPMS) on November 7, 2022 at RDC Hall, NEDA Region IV-A in Calamba City, Laguna, to strengthen SPMS implementation.
Ms. Josephine D. Altura, Assistant Regional Director of the Civil Service Commission (CSC)-Region IV served as the Resource Person during the orientation. ARD Altura discussed the basic guidelines and principles of the SPMS as a set of processes establishing a shared understanding of goals, strategies, people and processes. She highlighted that the SPMS focuses on “Performance, Outputs, and Outcomes” since an organization succeeds/fails based on the attainment of its goals and the most important determinant of success lies in the performance of the personnel.
She further explained the four stages of performance management cycle: Performance Planning and Commitment, Performance Monitoring and Coaching, Performance Review and Evaluation, Performance Rewarding and Development Planning.
ARD Altura also discussed the roles and responsibilities of SPMS Key Players and how they are necessary to properly observe and achieve the objectives of SPMS. “As civil servants, we are obligated to perform at the highest level, even going beyond our existing duties and responsibilities”, she concluded.
